For the past several years, the normal backup scenario for internet access had companies installing both a Telco wire line service (fiber or copper) and a cable wire line service (fiber or co-ax) for redundancy. The problem is both services typically come in from the street or the same pole, making them susceptible to line cuts if conduit is dug up or the pole is taken out in an accident.
